Publikácia obsahuje prehľad legislatívnych zmien v znení zákonov po ostatných novelách a nadobudnutie účinností týchto zákonov od 1. 12. 2019, 1. 1. 2020, 1. 1. 2021 aj 1. 1. 2022. Zmeny v zákonoch sú prehľadne vyznačené. Zákon č. 595/2003 Z. z. o dani z príjmov V roku 2019 bolo schválených viacero noviel dotýkajúcich sa aj zákona č. 595/2003 Z. z. o dani z príjmov v z.n.p., pričom najrozsiahlejšie zmeny sú uvedené vo vládnom návrhu ZDP, ktorého gestorom je Ministerstvo financií SR. Týmto zákonom je zákon č. 301/2019 Z. z. o dani z príjmov v z.n.p., ktorý obsahuje úpravy s účinnosťami od 1. 12. 2019, 1. 1. 2020, 1. 1. 2021 aj 1. 1. 2022. Medzi najvýznamnejšie zmeny patria: - úpravy, zmeny a doplnenia v zamestnaneckých benefitoch, - zmeny v platení preddavkov FO a PO, - zmeny v uplatňovaní daňovej straty, - zníženie administratívnej náročnosti v oblasti zrušenia predkladania niektorých dokladov, elektronickej komunikácie medzi zamestnancom a zamestnávateľom a zrušenia registrácie, - podpora malého a stredného podnikania zavedením pojmu "mikrodaňovník" a s tým súvisiace zvýhodnenia, - spresnenie definícii vkladov a dividend, - zjednodušenie úprav základu dane pri výdavkoch uznaných do daňových výdavkov až zaplatením, - spresnenie podmienok pre oslobodenie príjmov z predaja cenných papierov. Zákon č. 222/2004 Z. z. o dani z pridanej hodnoty Cieľom novely zákona o DPH je zníženie sadzby DPH na úroveň 10 % na noviny, časopisy a periodiká. Znížená sadzba dane sa neuplatní na noviny, časopisy a periodiká, ktorých reklamný materiál jednotlivo alebo spolu tvorí viac ako 50 % celkového obsahu. Rovnako sa znížená sadzba dane neuplatní na noviny, časopisy a periodiká, v ktorých erotický obsah predstavuje jednotlivo alebo spolu viac ako 10 % celkového obsahu. Novela zákona rozširuje zoznam tovarov zo zníženou DPH na 10 % na všetky potraviny, pričom primerane odkazuje na definíciu potravín podľa zákona č. 152/1995 Z. z. o potravinách v z.n.p. Po znížení DPH z 20 % na 10 % pri vybraných druhoch potravín sa predpokladá, že obdobné zníženie DPH na všetky potraviny zabezpečí priame zníženie cien potravín v maloobchode, čo zabezpečí, aby občania SR reálne pocítili stúpajúcu výkonnosť slovenskej ekonomiky a lepšiu prístupnosť potravín aj pre sociálne nižšie vrstvy obyvateľstva.
