Uvědomuje si, že současný stav vede k zániku - vesmířanské světy s jejich dlouhověkými a do sebe zahleděnými obyvateli stagnují a pozemský systém nevyhnutelně směřuje ke zhroucení. Jen nová expanze umožní lidstvu další vývoj. Snaha o propojení se světem Nadace je zde již zřejmá. Není nutno zdůrazňovat, že se Baley ze všech svých sil zasazuje o vytvoření společnosti, která se bude později nazývat Galaktickou řÚí.
