Publikácia „Pracovnoprávne vzťahy v územnej samospráve“ objasňuje právny režim, ktorým sa riadia pracovnoprávne vzťahy rôznych kategórií zamestnancov a funkcionárov územnej samosprávy. Je dielom kolektívu autorov (doc. JUDr. Marta Thurzová, CSc., JUDr. Ladislav Dudor, PhD., JUDr. Juraj Mezei, PhD.), ktorí prostredníctvom analýzy súčasnej legislatívy a jej konfrontáciou s praxou, poukazujú na problémy a špecifiká pracovných vzťahov predstaviteľov samosprávy. Od 1. júla 2016 nadobúdajú účinnosť tri nové zákony - Civilný sporový poriadok, Civilný mimosporový poriadok a Správny súdny poriadok, ktoré nahrádzajú desaťročia platný a často novelizovaný Občiansky súdny poriadok. Predkladaný komentár k Civilnému mimosporovému poriadku nadväzuje na už vydaný komentár k Civilnému sporovému poriadku. S poukazom na subsidiárnu aplikáciu Civilného sporového poriadku autori tiež na viacerých miestach upozorňujú, ktoré ustanovenia Civilného sporového poriadku budú aplikovateľné aj v mimosporovom súdnom procese. Členenie komentára je štandardné - po znení každého zákonného ustanovenia nasleduje uvedenie súvisiacich ustanovení tohto zákona, prípadne aj iných súvisiacich predpisov a európskej legislatívy, ďalej samotný text komentára a v jeho závere judikatúra. Autori vyberali doterajšiu judikatúru súdov s ohľadom na jej potenciálnu využiteľnosť v novej právnej úprave, pričom vo viacerých prípadoch ide o judikatúru, ktorou bol pri navrhovaní zákona inšpirovaný aj samotný zákonodarca. Pri viacerých ustanoveniach je vybratá aj taká judikatúra, ktorá ešte nebola v žiadnom diele publikovaná, čo podstatne zvyšuje hodnotu komentára. Pri novej právnej úprave je veľmi cenným dôraz na ďalšie súvisiace ustanovenia zákona tak, aby výklad jednotlivých inštitútov bol čo najkomplexnejší. V samotnom texte komentára autori upozorňujú na relevantný výklad predkladateľa v jeho dôvodovej správe, ako aj odôvodnenia pozmeňujúcich návrhov výbormi Národnej rady SR, na niektorých miestach dávajú do pozornosti aj zásadné názory z pripomienkového konania k novému zákonu. Komentár neodradí čitateľa nezrozumiteľným štýlom, preto je využiteľný nielen pre právnickú verejnosť, teda sudcov, vyšších súdnych úradníkov, advokátov, notárov, ale aj pre študentov práva, podnikateľov a širokú verejnosť.
