Již řadu let se čekalo na naplnění cílů vstupu do Evropské unie, mezi něž patřilo i přijetí a aplikace služebního zákona pro státní zaměstnance. Vedle současné úpravy služebního poměru státních zaměstnanců, tedy vojáků z povolání a příslušníků bezpečnostních sborů (policistů, hasičů) měl být v praxi zaveden zákon pro ostatní státní úředníky, tedy státní zaměstnance, kteří mají pracovní poměr ke státu (České republice). Po všech návrzích byl zákon přijat v pozměněné podobě a je aplikovatelný. Jeho základní cíle jsou jasné, nepřekročitelné oddělení politických pozic (ministra a jeho kabinetu) od úřednického aparátu, transparentní nastavení personálních procesů, profesionalizace zaměstnanců a jejich výkonu či určení práv a povinností státních zaměstnanců. Publikace má za cíl seznámit čtenáře s novou právní úpravou a popsat procesy, práva a povinnosti, tedy normativní text nové právní úpravy v kontextu s celým právním řádem a čtivě a přehledně popsat pro nejširší veřejnost, ale zejména pro osoby, které budou se zákonem pracovat. Publikace je doplněna i o dosavadní příbuznou judikaturu.

O SLUŽBÁCH ZAMESTNANOSTI Po zmene zákonom č. 14/2015 Z. z.: Vzhľadom na vecnú pôsobnosť sa presúva právna úprava zo zákona o službách zamestnanosti (§ 29 ods. 1 a 2) do Zákonníka práce. S cieľom predísť konaniu a lepšie postihovať konanie právnických osôb a fyzických osôb, ktoré vykonávajú činnosť agentúry dočasného zamestnávania bez povolenia na túto činnosť sa ustanovuje osobitná pokuta v tomto prípade.

Komentář byl připravován v týmu lidí, jejichž profesní cesta je spojena nejen s úpravou rejstříkového práva, ale také s obchodním právem jako s celkem. Všichni se podíleli nejen na vzniku zákona o veřejných rejstřících, ale také celé nové soukromoprávní legislativy. Autoři se pokoušejí vysvětlit novou právní regulaci na pozadí nového hmotného a procesního práva s tím, že se zabývají rovněž otázkami zapojení notářů do rejstříkového procesu. Protože nové pojetí veřejných rejstříků je širší, než tomu bylo do konce roku 2013, je věnována pozornost nejen obchodnímu rejstříku, ale také těm ostatním (nadační rejstřík, spolkový rejstřík apod.). Dílčí jednotlivosti jsou propojovány nejen s hmotným občanským právem, zejména úpravou nového občanského zákoníku, ale také s podzákonnými předpisy.
