Bio Design
Designers and artists have always looked to nature for inspiration and materials, but only recently have they been able to alter and incorporate living organisms in their work. In a world with finite resources and a growing population, design that mimics or appropriates the sustainable template of nature is likely to prove as vital as it is novel. "Bio Design" examines some seventy projects (concepts, prototypes and completed designs) that cover the fields of architecture, industrial processes, education, fine art, material engineering and bioengineering. YESTERDAYS SANDWICH MIKHAILOV
From found photographs ("Luriki", 1971-85) to cinematic vistas ("By the Ground", 1991), from staged self-portraiture ("I am Not I", 1992) to social documentation ("Case History", 1997-98), Boris Mikhailov has experimented with many photographic forms and styles, in a constant urge to question reality. At the beginning of his career as a photographer, Mikhailov earned his living by retouching and colouring ordinary family photographs ("Luriki" 1971-85). Apart from his commercial work, he photographed the rituals of Soviet public life in Red Series (1968-75) and ridiculed the regime and its visual propaganda in his series Sots Art (1975-86). At around the same time, he conceived his series "Unfinished Dissertation", which consisted of hundreds of images glued on the back of an unfinished dissertation, that he had found in a dustbin. Finally, after the collapse of the Soviet Union, he focused on social subject matter, documenting poverty in Kharkov and Moscow in his series "By the Ground" (1991), and hiring homeless people for his recent series "Case History" (1997-98). Mikhailov's dissidence is both political and visual. He has explored the various possibilities of photography, combining its uses as a conceptual project, an historical record, a political commentary, and as a work of art. "Yesterday's Sandwich" will feature one of Mikhailov's earliest bodies of work, his thought-provoking colour Superimposition series made in the late 60s and early 70s. It is called "Yesterday's Sandwich", because each superimposed image is created by overlaying two slides. Mikhailov accidentally invented this technique in the late 1960s when looking at his slides. As paper was expensive and difficult to find at that time, he did not print the images but showed them in slide shows. It was not until the early 1990s that he actually printed the images on paper. In this fascinating series, the images can be interpreted on two levels. At first, the background seems to show reality, but this reality is immediately distorted by the intrusion of an unexpected object, form or colour. With this superimposed image the photographer introduces a different point of view - a political commentary, a personal fantasy, or simply a formal device. Superimposition includes approximately 60 images, each shown on a single page : a naked woman is swimming in the lake while brown leaves cover her sensual body, two men, climbing up a mountain, seem to be framed by bloody meat, school children appear to be playing in a desolated and flooded courtyard. All these fascinating images question reality and its representation, claiming that truth does not exist.

With each legislative issue, legislators have to decide whether to delegate decision-making to the executive and/or to expert bodies in order to flesh out the details of this legislation, or, alternatively, to spell out all aspects of this decision in legislation proper. The reasons why to delegate have been of prime interest to political science. The debate has concentrated on principal-agent theory to explain why politicians delegate decision-making to bureaucrats, to independent regulatory agencies, and to others actors and how to control these agents. By contrast, Changing Rules of Delegation focuses on these questions: Which actors are empowered by delegation? Are executive actors empowered over legislative actors? How do legislative actors react to the loss of power? What opportunities are there to change the institutional rules governing delegation in order to (re)gain institutional power and, with it influence over policy outcomes? The authors analyze the conditions and processes of change of the rules that delegate decision-making power to the Commission's implementing powers under comitology. Focusing on the role of the European Parliament the authors explain why the Commission, the Council, and increasingly the Parliament, delegated decision-making to the Commission. These rules, too, distribute power unequally among actors and therefore raise the question of how they came about in the first place and whether and how the "losers" of a rule change seek to alter the rules at a later point in time.

Collectors since 1967, the Rubell family (now based in Miami, Florida) today owns some 6,000 works of art, from paintings to sculptures, photography, videos, and installations, by the most significant artists working from the 1970s to the present. The collection reads like a "Who's Who" of contemporary art, and includes works by Andy Warhol, Carl Andre, Jean-Michel Basquiat, Damien Hirst, Richard Prince, Cindy Sherman, Thomas Struth, Mike Kelley, and Louise Bourgeois, among many, many others. This book is picture-driven, and showcases some 300 reproductions of the most important works in the collection. It is organized neither chronologically nor alphabetically, but is rather intended to convey the experience of visiting the collection, through the successive installations of the collection since it was opened to the public in Miami in 1996. Neither a catalogue nor an art history manual, this book is an astonishing collection of images of contemporary art at its best. It also includes an introduction by collection curator Mark Coetzee, an enlightening interview with the Rubells on the collection and the process of collecting, and a full list of plates. Donald and Mera Rubell are Americans who began collecting art in 1967, a few years after they met. They became serious collectors in 1979 when, together with their children Jason and Jennifer, they acquired a 16-foot drawing by Francesco Clemente, The Creation. Since then, the collection has been a family affair, and every piece is acquired by consensus among the four-member family. The family wealth derives largely from the inheritance of Don's brother, Steve Rubell, co-creator of the legendary Studio 54 club in New York. Today the collection includes a total of over 6,000 works, and keeps on growing. Originally based in New York City, the family moved to Miami in 1993 and entered the hotel industry, restoring and re-opening Art Deco hotels such as the Albion. Their collection was first installed in a New York City warehouse, since 1996 it is housed in a former Drug Enforcement Agency building on 29th Street in Miami. Comprising 40,000 square feet of exhibition space, the exhibition changes every six months, and is open year round to the public. The collection welcomes 22,000 visitors a year, making the old DEA warehouse a must-see for every contemporary art fan visiting Miami.
