Autor vychádza z analýzy slovenského právneho stavu, v ktorom klimatické povinnosti zostávajú rozptýlené v strategických dokumentoch a sektorovej regulácii bez zákonom ukotveného prepojenia medzi plánovaním, monitorovaním, vykazovaním, korekciou odchýlok a zodpovednosťou za neplnenie. Komparatívna časť je zostavená metodicky „po prvkoch", nie štát po štáte, čo umožňuje identifikovať prenositeľné normatívne riešenia naprieč vybranými právnymi poriadkami.
