At the Margins of the Modern State
The international order of the post-WW II period is in disarray. The sounds of war can be heard all around us, from Ukraine to Gaza, from Darfur to the Congo, and there is growing skepticism towards human rights and democracy, the rule of law and peace among peoples. Facile expressions such as “Eurocentrism” and “demise of the West and the rise of the rest” miss the real challenge in this situation: how to extend moral, legal and political universalism to address the experiences of the multitude of humanity for whom western modernity has brought not only equality but also subordination, not only emancipation but also domination. Benhabib argues that rethinking this universalist project and participating in world-building together can be achieved by reconstructing and retrieving the best insights of critical social theory in the Frankfurt tradition and the liberal Kantianism of Rawls and Dworkin. In that spirit, this volume addresses state and popular sovereignty, Third World approaches to International Law, the 1951 Refugee Convention, and climate change legislation, while focusing on the changing fortunes of the European Union and cosmopolitanism. Benhabib engages with postcolonial thinkers and argues that, although validity claims and relations of domination and inequality are often intermixed, it is possible to reconstruct the insights of international law to serve a more inclusive universalism and world-building. This vibrant defense of human rights and universal norms in an age of political skepticism and extremism will appeal to a wide readership and will be of particular interest to students and scholars in political theory, critical theory and law.

Human Rights
Our human rights are endangered. After the devastation of World War Two the international community united to enshrine fundamental rights to refuge, health, education and living standards. They protected privacy, fair trials and free speech and outlawed torture, slavery and discrimination. Their goal was greater global justice, equality and peace. That settlement is now under attack from opponents on both left and right and populist and authoritarian movements worldwide. Simultaneously, we are threatened by war, inequality, new tech and climate catastrophe, crises human rights can help us address.
The Precarious Migrant Worker
Migrant workers in the West are at the frontline of the precarious condition that is coming to dominate social and economic life in neoliberal societies. Yet despite the highly insecure and exploitative working conditions they routinely face, labour mobilizations by precarious workers are rare. In this immersive portrait of the daily realities of precarious migrant labour, Panos Theodoropoulos found work in Glasgow’s warehouses, factories and kitchens to uncover the ways that precarity is lived and contested. Connecting the realms of structure, subjectivity and culture, his analysis shows that precarity not only dictates workers’ labour conditions, but socializes them in an individualist, survival-oriented struggle that erodes solidarities and enforces its own neoliberal logic. Crucially, however, precarity and the wider neoliberal culture are unable to erase workers’ material awareness and experience of class injustice. This points to the possibility of forging strong connections and methods of resistance, firmly grounded in the lives and communities of precarious workers. Intersectional Solidarity
Black women have been credited for Democratic wins in a number of recent consequential elections. Yet outside of the post-election glow, Black women''s interests tend not to attract a great deal of attention from politicians, media, or the public more broadly. In Intersectional Solidarity, Chaya Y. Crowder looks at the question of what prompts people to prioritize issues that affect Black women, and when? In particular, she challenges the notion that racial or gender consciousness alone shape political preferences and instead argues that intersectional group consciousness shapes political behavior. Crowder argues that a combination of race, gender, sexuality, and class-based consciousness influences political behavior, particularly when it comes to issues that affect individuals at the intersection of multiple marginalized identities. Further, she introduces the idea of "intersectional solidarity," informed by work in social psychology, political science, and Black feminist theory. Crowder applies intersectional solidarity to all people, regardless of their race, gender, or sexuality, but she uses it particularly to explore what groups demonstrate solidarity with Black women, and why. Intersectional Solidarity demonstrates that in order to fully understand how people come to care about issues that affect Black women, scholars are required to ask new questions.

The Great Betrayal
How the Middle East can achieve political change and social progressThe Middle East is in upheaval: a widening chasm between state and society, the failure of governing elites to address citizens’ genuine grievances, massive economic mismanagement—all made worse by repeated interventions by Western powers. Why has political change been so difficult to achieve? Democratic Elitism
A searing argument—and work of meticulous scholarship—about how American political scientists misinterpreted the elite theory of democracy and in so doing made our political system vulnerable to oligarchic takeover. Do competitive elections secure democracy, or might they undermine it by breeding popular disillusionment with liberal norms and procedures? The so-called Italian School of Elitism, comprising Vilfredo Pareto, Gaetano Mosca, and Robert Michels, voiced this very concern. They feared that defining democracy exclusively through representative practices creates unrealistic expectations of what elections can achieve, generating mass demoralization and disillusionment with popular government. The Italian School’s concern has gone unheeded, even as their elite theory has been foundational for political science in the United States. Democratic Elitism argues that scholars have misinterpreted the Italians as conservative, antidemocratic figures who championed the equation of democracy with representative practices to restrain popular participation in politics. Natasha Piano contends not only that the Italian School’s thought has been distorted but also that theorists have ignored its main objective: to contain demagogues and plutocrats who prey on the cynicism of the masses. We ought to view these thinkers not as elite theorists of democracy but as democratic theorists of elitism. The Italian School’s original writings do not reject electoral politics; they emphasize the power and promise of democracy beyond the ballot. Elections undoubtedly are an essential component of functioning democracies, but in order to preserve their legitimacy we must understand their true capacities and limitations. It is past time to dispel the delusion that we need only elections to solve political crises, or else mass publics, dissatisfied with the status quo, will fall deeper into the arms of authoritarians who capture and pervert formal democratic institutions to serve their own ends.

Russia's Gamble
In February 2022, Russia launched a full-scale military assault on Ukraine, aimed at re-establishing Russian control over the Ukrainian state, economy and society, similar in many ways to the Soviet period. This goal, however, was not achieved, and most likely will not be achieved in the future. Rather, the Russian “special military operation” has resulted in extraordinary disasters and losses for Russia, for Ukraine, and for the entire world. This book examines the origins of the Russian assault on Ukraine and offers an explanation of why it has not achieved its aims. Why did Russian elites and leaders propose, prepare for and implement the assault on Ukraine in such a poorly prepared and heavily destructive way? In seeking to answer these questions, Gel’man focuses on Russia’s domestic agenda and its dynamics after the collapse of the Soviet Union. The personalist nature of the Russian authoritarian political regime, its vulnerability to bad governance, major misperceptions by the Russian elites and leadership, and reliance of the Kremlin upon previous experience of Russian impunity were all key factors that led to Russia’s fateful decision to attack Ukraine and have continued to shape Russia’s mistake-ridden conduct of the war since then. Gel’man also considers what lessons can be learned from Russia’s military assault for understanding the global agenda and for the study of domestic and international politics in the twenty-first century. Environmental Ethics of War
War is bad for nature, yet relatively little attention has been devoted to environmental military ethics by just war theorists and philosophers of war. How Russians Understand the New Russia
The issues that are the most and the least divisive in RussiaThe collapse of the Soviet Union in 1991 created a new Russia, with new territorial boundaries and new political and economic systems. The hybrid political economy that emerged incorporated commitments to markets and democracy that were undermined by the state’s economic interventions and authoritarian restrictions. In this book, Paul Chaisty and Stephen Whitefield argue that the hybridity of the post-Soviet system provided a strong basis for the consolidation of Russian public opinion—and for the management of contestation so that it did not threaten the system itself. Drawing on almost thirty years of original public opinion research in Russia, Chaisty and Whitefield also find, however, that the territorial dimension of Russia’s postcommunist transformation has disrupted public support for the hybrid political economy. In particular, they trace the reopening of system-level disagreement between system supporters and system opponents to the nationalist turn in Russian politics that culminated in the 2014 annexation of Crimea and the reactivation of Soviet identities. How Russians Understand the New Russia provides the first longitudinal study of Russian public opinion on the system of political and economic power that replaced communism. It offers unique insights into how Russian citizens have adapted their views of the new Russia, identifying the issues that are the most—and the least—divisive. Chaisty and Whitefield track Russian public opinion on a broad range of policy questions, discuss the political importance of both voting and not voting and consider problems of nation-building and national identity.
