Fentanyl
Fentanyl is a first-person, insider account of how the crisis consumed the Biden Administration amid a series of other national security emergencies. It follows Jake Braun, a senior White House official, and his colleagues while they scramble to respond to the epidemic. As Mexican cartels ruthlessly executed their most radical transformation in 50 years, Braun and his colleagues architected the first U.S. government wide strategy to combat fentanyl in history. The effort brought him to Mexico to meet with Mexican agents who kick down cartel doors for the U.S. government there. He also spent time with data analytics wizards buried in nondescript offices in Virginia suburbs that hunt down Chinese fentanyl precursor chemicals on the Dark Web. He even takes a detour to gather intelligence from Russian migrants in U.S. detention facilities that migrated through cartel-controlled areas of Mexico. In the process, Braun uncovered the remarkable transformation cartels in Mexico underwent over the last 50 years. They morphed from narco-empires the size of Fortune 50 companies specializing in marijuana and cocaine to ones specializing in human migration and, separately, fentanyl. After much painstaking effort, the Biden Administration successfully executed the most sweeping takedown of cartel leadership and fentanyl infrastructure since the crisis began. Due to the efforts of heroic agents, intelligence officers and national security experts, the leviathan U.S. government is now marshaled in ways never before imagined against the Chinese chemical companies and cartels propagating the fentanyl epidemic. Further, the strategy seems to be working. Just a year after it was kicked off, the fentanyl fatalities dropped nearly 37%. Yet the crisis persists. Finally, Braun draws on his unique experience combating the epidemic to outline how the U.S. government can once and for all end the fentanyl crisis in America.
Between Forbearance and Audacity
When international courts are given sweeping powers, why would they ever refuse to use them? The book explains how and when courts employ strategies for institutional survival and resilience: forbearance and audacity, which help them adjust their sovereignty costs to pre-empt and mitigate backlash and political pushback. By systematically analysing almost 2,300 judgements from the European Court of Human Rights from 1967–2016, Ezgi Yildiz traces how these strategies shaped the norm against torture and inhumane or degrading treatment. With expert interviews and a nuanced combination of social science and legal methods, Yildiz innovatively demonstrates what the norm entails, and when and how its contents changed over time. Politics in a Pandemic
The COVID-19 pandemic offers unique insight into how regimes govern in 'hard times.' In Southeast Asia, public health and economic strain revealed the scope for adaptation in the face of crisis, against the pull of path-dependent habits and patterns. Recent experience of SARS and other outbreaks, as well as wider political and economic contexts, shaped readiness and responses. Especially important were legacies of the developmental-state model. Even largely absent a prior welfarist turn, core developmentalist attributes helped foster citizen buy-in and compliance: how efficiently and well states could coordinate provision of necessary infrastructure, spur biomedical innovation, marshal resources, tamp down political pressure, and constrain rent-seeking, all while maintaining popular trust. Also salient to pandemic governance were the actual distribution of authority, beyond what institutional structures imply, and the extent to which state–society relations, including habits of coercion or rent-seeking, encourage more or less programmatic or confidence-building frames and approaches.
Far from Eutopia

New Regional Authorities

Drawing on a range of thinkers including Enrique Dussel, Édouard Glissant, and Sylvia Wynter, Deere reveals how movement - who travels, who settles, and who is excluded - becomes an essential component of control under colonial rule. Against the violence of spatial reordering, Deere outlines how novel forms of resistance and insurgency geographies still take hold, particularly in the Caribbean, where landscapes remain excessive, eruptive, and uncaptured by the order of modernity.

The Disunited States
Is the breakup of an increasingly polarized America into separate red and blue countries even possibl? here is a growing interest in American secession. In February 2023, Marjorie Taylor Greene tweeted that "We need a national divorce...We need to separate by red states and blue states." Recent movements like Yes California have called for a national divorce along political lines. A 2023 Axios poll shows that 20 percent of Americans favor a national divorce. These trends show a sincere interest in American secession, and they will likely increase in the aftermath of the 2024 Presidential election. Proponents of secession make three arguments: the two sides have irreconcilable differences; secession is a legal right; and smaller political units are better. Through interviews with secessionist advocates in America, Ryan Griffiths explores the case for why Red America and Blue America should split up.But as The Disunited States shows, these arguments are fundamentally incorrect. Secession is the wrong solution to the problem of polarization. Red and Blue America are not neatly sorted and geographically concentrated. Splitting the two parts would require a dangerous unmixing of the population, one that could spiral into violence and state collapse. Drawing on his expertise on secessionism worldwide, he shows how the process has played out internationally-and usually disastrously. Ultimately, this book will disabuse readers of the belief that secession will fix America''s problems. Rather than focus on national divorce as a solution, the better course of action is to seek common ground.
Property Disobedience As Protest
William E. Scheuerman's book explores when, if ever, politically motivated property harms are justifiable In 2020, Black Lives Matter activists toppled Confederate monuments and occasionally vandalized police vehicles and stations. Climate activists have damaged natural gas pipelines and famous artworks. In Hong Kong, pro-democracy students targeted businesses sympathetic to the mainland government. On January 6, 2021, far-right groups at the US Capitol mistreated public and private property as part of their efforts to disrupt finalizing election results. Property damage constitutes an increasingly commonplace feature of global political protest. How then to interpret and evaluate its proliferation? The media regularly describes such acts as "violent," as do most scholars. However, William E. Scheuerman's book pushes back against conflating politically motivated violations of property rights with violence. Political violence has no place in democratic politics. Yet indiscriminately grouping property damage together with acts destructive of and harmful to persons is conceptually confusing and politically misleading. After all, Americans celebrate the Boston Tea Party. So why do most of us now categorically condemn many seemingly parallel act? cheuerman tackles challenging and politically timely questions. When, if ever, are politically motivated property harms justifiable? What standards should we expect of those pursuing them to meet, under democratic conditions? How are those standards undermined by the rise of authoritarian populism around the world? Focusing on identifiably nonviolent varieties of what Scheuerman calls property disobedience, his book explores a variety of real-life examples, both past and present, to understand how and why such acts may be politically justifiable—or should instead be viewed as beyond the pale.

Gender equality is increasingly seen as the antidote to conflict, a key factor in achieving stability. While feminist activism inspired the emergence of these norms on gender and conflict, they were institutionalized through the Women, Peace and Security (WPS) agenda, with the military at the forefront of those changes. In Deploying Feminism, Stéfanie von Hlatky tells the story of how the military has been delegated authority to advance gender equality as part of their activities, while simultaneously tackling increasingly complex threats. Drawing upon fieldwork and interviews, she illustrates how NATO, the world''s foremost alliance, has even embedded these ideas in the planning and execution of its missions. For troops deployed on NATO missions, this often means seeking out women in their operating area to improve intelligence gathering activities. While this helps the mission, does it help women and conflict-affected communities? Because of the military''s focus on operational effectiveness above all else, von Hlatky argues that there is a distortion of WPS norms, as gender equality concerns fade into the background. Looking at NATO''s ongoing operations in Iraq, Kosovo, and the Baltics, Deploying Feminism details the process by which Women, Peace and Security norms are militarized and put at the service of operational effectiveness. Further, it shows why an adjustment is necessary for gender equality to become a true planning priority.
Rescuing the Enlightenment from the Europeans
In Rescuing the Enlightenment from the Europeans, Nikita Dhawan puts the critical project of decolonization into conversation with the Enlightenment. She explores the ethical-political challenges faced by postcolonial thought, which must be articulated using the very language of Enlightenment discourses on human rights, democracy, international law, sovereignty, and justice—even as these norms are subjects of postcolonial critique. Bridging postcolonial and Holocaust studies while also highlighting differences from decolonial approaches, she engages with thinkers ranging from Kant to the Frankfurt school to defend them against accusations of normative nihilism, antisemitism, and epistemic servitude to Europe. Dhawan argues that criticizing the Enlightenment and its legacies does not necessarily entail rejecting them, nor does engaging with Enlightenment principles mean endorsing them unconditionally. Instead, she makes a case for rescuing the best aspects of the Enlightenment in order to further the critical project of decolonization.
