V roce 1989 jsme toužili po svobodě a demokracii. V následujících letech jsme proto začali přebírat řadu demokratických a konstitucionalistických institutů a principů od našich západních sousedů, které se postupně staly součástí našeho právního řádu. Tyto principy a instituty však byly často přijímány bez hlubší společenské debaty a ne vždy jsme plně chápali jejich význam. South America contains some of the oldest democracies in the world, yet we still know relatively little about how and why democracy arose in the region. Raúl L. Cenzura versus svoboda slova


25. června 1857 vydává Charles Baudelaire Květy zla. Knížka, která se stane nejslavnější básnickou sbírkou v dějinách, je hned 16. července zabavena jako urážející mravopočestnost. Dne 20. září projedná žalobu soud: některé básně jsou definitivně zakázány, autorovi je uložena důkladná pokuta. O necelých třináct let později se rozhoří prusko-francouzská válka, jíž se na obou stranách účastní víc než 2 miliony vojáků. Válka škodí mravům – a ne jen jim – nesrovnatelně víc než básně: nejméně 165 tisíc lidí padne a asi 230 tisíc je raněno. Proti válce však soud nijak nezasáhne… Což je logické, protože cenzura pramení z neřádných snah zamaskovat, jak zneužitá moc potvrzuje samu sebe, jak samu sebe upevňuje a rozšiřuje. Prvotním účelem cenzury přece je odstraňovat, kvůli čemu mají mocní černé svědomí. Je-li cenzura efektivně vykonávána, je z hlediska držitelů moci a jejich podporovatelů svět v pořádku. Jsou v bezpečí – sice falešném, oni se však modlí, aby vydrželo co nejdéle! Zdálo by se, že v naší době, jež se označuje za věk rozumu, není pro faleš cenzurních snah místo. Bohužel je to omyl: Déle než století byla cenzura na ústupu, v minulých letech ji však kdosi znovu probouzí. Už prosákla do všech koutů, splynula s manipulací a propagandou. Moc si pěstuje poskoky, aby pilně vytvářeli „správný“ obraz světa a vkládali ho lidem do hlav: povede se zastínit skutečnost? Dějiny lidstva se dají číst jako boj o právo říci, co se děje. Vládnoucí a ovládaní na to mívají rozdílné názory a demokracie se pozná podle toho, že si je vyměňují. Ale čím horší vláda, tím méně stojí o zpětnou vazbu zdola. A proto je intenzita sporu o svobodu slova svědectvím o stavu demokracie. Naše země zažila v tomto ohledu daleko horší období, ale přesto přichází kniha Petra Žantovského CENZURA versus SVOBODA SLOVA právě včas. Její autor pečlivě vymezuje základní pojmy, rozebírá právní kategorie a připomíná historii cenzury. Velkým přínosem knihy je analýza způsobů omezování svobody slova v internetové éře. (Petr Robejšek, politolog) „Cenzura je příznakem nemocné společnosti, jejíž vládci se tak brání před myšlenkami, které považují za ohrožující svou mocenskou hegemonii“. Sotva asi najdeme pro cenzuru přesnější definici, než nabízí Petr Žantovský. Dokumentuje ji svižně psanou a erudovaně probádanou historií cenzury od občasných zákazů v antickém Římě přes pálení zakázaných knih ve středověku až po dnešní „boj proti dezinformacím“. Vypočítává znamení, jimiž se projevuje sílící cenzura, i její vynalézavé převleky. Knihu prokládá antologií relevantních esejů literárních velikánů, od Johna Stuarta Milla a George Orwella přes Thilo Sarrazina a Alaina de Benoist až po Karla Havlíčka Borovského a Vlastimila Vondrušku. Incumbency Bias


The conventional wisdom in political science is that incumbency provides politicians with a massive electoral advantage. This assumption has been challenged by the recent anti-incumbent cycle. When is incumbency a blessing for politicians and when is it a curse? Incumbency Bias offers a unified theory that argues that democratic institutions will make incumbency a blessing or curse by shaping the alignment between citizens'' expectations of incumbent performance and incumbents'' capacity to deliver.
