Crisis and Change in European Union Foreign Policy
This book provides a new analytical framework that investigates the way in which the EU changes its foreign policy after crisis. Adapting existing theorising of foreign policy change to a single framework applicable to the EU context, Ikani provides a toolbox to explain the process of change and measure the policy change that follows. The framework is developed through an examination of two important EU foreign policy change episodes (post-Arab uprisings and post-Ukraine invasion), and test-driven in three recent cases of EU foreign policy change after crisis. The volume presents a novel typology of EU foreign policy change, advancing the fields of foreign policy analysis, public policy studies and International Relations. It explains both the decision-making process leading to policy change, and the variation in change outcomes following this process.
Occupation
In September 2022, at a grandiose ceremony in the Kremlin, President Putin announced the incorporation into the Russian Federation of four provinces in southern and eastern Ukraine--the most significant attempted land seizure in Europe since World War II. Although Russia was not in control of large parts of these provinces, its military occupied more than 40,000 square miles of Ukrainian territory.Occupation explains how Russia sought to subjugate these territories through a toxic mix of violence, political influence and economic coercion. Its security forces kidnapped, tortured and killed civilians and officials, seized businesses and properties from Ukrainian owners, erased physical evidence of Ukrainian culture, and subjected the population to a barrage of constant propaganda.More than half of the pre-war population fled, to Europe, Russia or the rest of Ukraine, and most who remained were hostile to the occupiers. Yet Russia found local politicians to front its regime. A few people openly collaborated; most faced uncomfortable choices to survive under Russian rule.In occupied Ukraine, Moscow attempted to create an ersatz ''new Russia'', based on fantasy, ideology and violence. This regime was a microcosm of the contemporary Russian Federation, reflecting its deepening militarisation and authoritarianism.
Far from Eutopia
In 2020, after three and a half years of bitter negotiations, Britain left the European Union. For some it was a day of freedom, for others a tragedy which would leave Britain isolated and poorer. Vote Brexit, the Remain campaign warned us, and it would be an act of self-harm. The economy would collapse, sending prices and unemployment soaring. Meanwhile, in contrast to xenophobic, inward-looking Britain, the EU would soar ahead without us. But is that really what has happened? Ross Clark reveals just how badly the EU is doing - and how in many ways Britain is doing better. Since Brexit, for example, the UK economy has grown faster than Germany's. In spite of inflation which followed the pandemic and the invasion of Ukraine, Britain has the lowest food prices in Europe. The air is cleaner than in many countries. Despite recent events surveys suggest there is less racism and xenophobia in Britain than in almost any other European country. For years, European economies have been far more sluggish than those of other developed countries. In the absence of economic growth and with high migration, European societies are strained. The far right is advancing and public disillusionment with the EU growing quickly. While Britain shares many of Europe's problems to a greater or less extent, this hard-hitting polemic argues that it now has the means to disentangle itself from the EU's draw strings set off on a more prosperous path.
This is Only the Beginning

Votes at 16

Erased
How a field built on the intellectual labor and expertise of women erased them The academic field of international relations presents its own history as largely a project of elite white men. And yet women played a prominent role in the creation of this new cross-disciplinary field. In Erased, Patricia Owens shows that, since its beginnings in the early twentieth century, international relations relied on the intellectual labour of women and their expertise on such subjects as empire and colonial administration, anticolonial organising, non-Western powers, and international organisations. Indeed, women were among the leading international thinkers of the era, shaping the development of the field as scholars, journalists, and public intellectuals—and as heterosexual spouses and intimate same-sex partners.Drawing on a wide range of archival sources, and weaving together personal, institutional, and intellectual narratives, Owens documents key moments and locations in the effort to forge international relations as a separate academic discipline in Britain. She finds that women’s ideas and influence were first marginalised and later devalued, ignored, and erased. Examining the roles played by some of the most important women thinkers in the field, including Margery Perham, Merze Tate, Eileen Power, Margaret Cleeve, Coral Bell, and Susan Strange, Owens traces the intellectual and institutional legacies of misogyny and racism. She argues that the creation of international relations was a highly gendered and racialised project that failed to understand plurality on a worldwide scale. Acknowledging this intellectual failure, and recovering the history of women in the field, points to possible sources for its renewal.

Policy Entrepreneurs, Crises, and Policy Change
Increasingly, policymaking takes place while extraordinary events threaten fundamental societal values. During turbulent times, policy entrepreneurs emerge as pivotal figures. They are energetic actors who pursue dynamic change in public policy and, whereas we know much about how they promote innovation and change in normal policymaking, we know less about how they behave in crises, and even less about how different crises influence policy entrepreneurial action. This Element focuses on interaction between policy entrepreneurs and crises. It analyzes policy entrepreneurial action in six case studies ? three fast-burning and three creeping crises ? to ascertain policy entrepreneurs'' strategies and effectiveness during extraordinary events. It proposes crisis policy entrepreneurial strategies, a framework to understand outcomes based on policy entrepreneurial action and type of crisis and suggests avenues for further research on policy entrepreneurs and crises, including implications for crisis managers. Stronger Issues, Weaker Predispositions
Political psychologists have long theorized that authoritarianism structures the positions people take on cultural issues and their party ties. Authoritarianism is durable; it resists the influence of other political judgments; and it is very impactful-in a word, it is strong. By contrast, researchers characterize the attitudes most people hold on most issues as unstable and ineffectual-in a word, weak. But what is true of most issues is not true of the issues that have driven America's long running culture war-abortion and gay rights. This Element demonstrates that moral issue attitudes are stronger than authoritarianism. With data from multiple sources over the period 1992-2020, it shows that (1) moral issue attitudes endure longer than authoritarianism; (2) moral issues predict change in authoritarianism; (3) authoritarianism does not systematically predict change in moral issues; and (4) moral issues have always played a much greater role structuring party ties than authoritarianism.
