V části týkající se měření spotřeby elektřiny jsou připomenuty základní technické požadavky vyplývající z podnikových norem energetiky na provedení elektroměrových rozváděčů a požadavky distributorů elektřiny na umístění a řešení měřicích míst pro osazení fakturačního měření jak pro měření ze sítí nízkého napětí, tak z distribučních sítí vysokého a velmi vysokého napětí. Na závěr této příručky jsou uvedena ustanovení legislativních předpisů týkající se neoprávněného odběru, dodávky, přenosu nebo distribuce elektřiny a návazně způsobu stanovení náhrady škody při jejich zjištění. Příručka je určena široké odborné veřejnosti, od projektantů elektrických zařízení, investorů a pracovníků montážních firem, přes revizní techniky, až po provozovatele distribučních soustav a ostatní provozovatele elektrických zařízení. Mohou ji využít budoucí i stávající zákazníci, ale též studenti elektrotechnických oborů, mistři odborného výcviku odborných učilišť i učitelé středních a vyšších stupňů škol. Druhé vydání této příručky je aktualizováno s platnými ustanoveními technických norem a legislativních předpisů, které nabyly účinnost v období od předchozího prvního vydání v roce 2010. Na neplatné technické normy, které byly podkladem pro první vydání příručky, je poukázáno v textu kapitol.
