Kohezní politika Evropské unie
Ve světě, kde jsou obchod, investice a další formy ekonomických vztahů uskutečňovány v globálním měřítku, existuje stále silnější konkurence mezi jednotlivými teritorii a jejich ekonomickými aktivitami, ať již jsou realizovány uvnitř nebo vně EU.
Cílem kohezní politiky je zmenšit rozdíly mezi jednotlivými členskými zeměmi a především pak mezi jednotlivými regiony v rámci EU, a podnítit tak harmonický vývoj teritoria EU. Jejím smyslem je umožnit všem regionům v EU získat plný prospěch z příležitostí, které nabízí jednotný vnitřní trh, a současně přispívat ke stabilitě prostředí Hospodářské a měnové unie.
Text je rozdělen do sedmi základních kapitol. V první kapitole je vysvětlen smysl a jsou vymezeny cíle kohezní politiky. Pozornost je věnována také příčinám a aktuální úrovni regionálních disparit. Další kapitola je historickým exkurzem do minulosti, vysvětluje vznik a genezi kohezní politiky, a to od 50. let do současnosti. Jsou vysvětleny základní pojmy a principy. Třetí kapitola shrnuje strategický, legislativní a rozpočtový rámec kohezní politiky; z tohoto hlediska srovnává poslední dvě rozpočtová období. Čtvrtá kapitola se zabývá programovými nástroji a procesem programování. Na srovnání rozpočtových období 2007–2013 a 2014–2020 vysvětluje nové prvky koheze a přibližuje programové nástroje stávajícího programovacího období. Velká pozornost je věnována realizaci kohezní politiky v České republice. Další kapitola obsahuje podrobnou analýzu vybraných dopadů kohezní politiky v ČR a identifikaci hlavních témat. Je analyzován průběh čerpání na základě dosud známých dat z minulého rozpočtového období a vyhodnocena finanční alokace kohezní politiky v rámci jednotlivých krajů. Šestá kapitola obsahuje mj. koncepty strategického rozvoje území a případovou studii zaměřenou na strategii rozvoje Zlínského kraje. Na závěr je Kohezní politika EU zasazena do celkového makroekonomického rámce.
