Illusions of Progress


Today, the word "neoliberal" is used to describe an epochal shift toward market-oriented governance begun in the 1970s. Yet the roots of many of neoliberalism's policy tools can be traced to the ideas and practices of mid-twentieth-century liberalism. In Illusions of Progress, Brent Cebul chronicles the rise of what he terms "supply-side liberalism," a powerful and enduring orientation toward politics and the economy, race and poverty, that united local chambers of commerce, liberal policymakers and economists, and urban and rural economic planners. Beginning in the late 1930s, New Dealers tied expansive aspirations for social and, later, racial progress to a variety of economic development initiatives. In communities across the country, otherwise conservative business elites administered liberal public works, urban redevelopment, and housing programs. But by binding national visions of progress to the local interests of capital, liberals often entrenched the very inequalities of power and opportunity they imagined their programs solving. When President Lyndon Johnson launched the War on Poverty—which prioritized direct partnerships with poor and racially marginalized citizens—businesspeople, Republicans, and soon, a rising generation of New Democrats sought to rein in its seeming excesses by reinventing and redeploying many of the policy tools and commitments pioneered on liberalism's supply side: public-private partnerships, market-oriented solutions, fiscal "realism," and, above all, subsidies for business-led growth now promised to blunt, and perhaps ultimately replace, programs for poor and marginalized Americans. In this wide-ranging book, Brent Cebul illuminates the often-overlooked structures of governance, markets, and public debt through which America's warring political ideologies have been expressed and transformed. Realigning Humanitarianism in the Balkans


During the Cold War, humanitarianism became the focus of intense debates among intellectuals, politicians, and diplomats from capitalist, socialist, and nonaligned countries about the boundaries between the political and nonpolitical. However, with the fall of socialism near the end of the twentieth century, these discussions over what humanitarianism is, what it could be, and what it ought to be were largely forgotten. Realigning Humanitarianism in the Balkans examines how the fall of socialism changed humanitarianism in the Balkan region, beginning with the work of the Yugoslav Red Cross within the Non-Aligned Movement in the 1970s and continuing with work in Montenegro by local organizations in a refugee camp between 2000 and 2018. Author Carna Brkovic traces how humanitarian regimes of care and discipline, implemented by local staff, have become the main source of support and the main channel of sociocultural integration of displaced communities in the Balkans. Within these regimes, though, structural problems generate a profound sense of disappointment for both the humanitarians and the displaced people. By tracing the shifts in humanitarianism between the West, the East, and the South, Realigning Humanitarianism in the Balkans uncovers how the fall of state socialism shaped not only humanitarian practices but also how we analyze them—often in ways that have gone unnoticed.

Undoing Slavery


Undoing Slavery excavates cultural, political, medical, and legal history to understand the abolitionist focus on the body on its own terms. Motivated by their conviction that the physical form of the human body was universal and faced with the growing racism of eighteenth- and nineteenth-century science, abolitionists in North America and Britain focused on undoing slavery's harm to the bodies of the enslaved. Their pragmatic focus on restoring the bodily integrity and wellbeing of enslaved people threw up many unexpected challenges. This book explores those challenges. Slavery exploited the bodies of men and women differently: enslaved women needed to be acknowledged as mothers rather than as reproducers of slave property, and enslaved men needed to claim full adult personhood without triggering white fears about their access to male privilege. Slavery's undoing became more fraught by the 1850s, moreover, as federal Fugitive Slave Law and racist medicine converged. The reach of the federal government across the borders of free states and theories about innate racial difference collapsed the distinctions between enslaved and emancipated people of African descent, making militant action necessary. Escaping to so-called "free" jurisdictions, refugees from slavery demonstrated that a person could leave the life of slavery behind. But leaving behind the enslaved body, the fleshy archive of trauma and injury, proved impossible. Bodies damaged by slavery needed urgent physical care as well as access to medical knowledge untainted by racist science. As the campaign to end slavery revealed, legal rights alone, while necessary, were not sufficient either to protect or heal the bodies of African-descended people from the consequences of slavery and racism.

A Lingering Legacy


This book explores a unique and under-researched chapter in German-Jewish cultural history: the engagement of German-speaking Jewish authors, scholars, and intellectuals with their Yiddish literary heritage. From the late eighteenth century onwards, as growing circles of the German-Jewish population shifted from speaking Yiddish to German, the once-popular early modern corpus of Old Yiddish literature ceased to be published in the German-speaking lands. But this rich literary corpus did not entirely disappear from the cultural landscape of modern German Jews. Gronningsater begins by exploring how English colonial laws shaped late eighteenth-century gradual abolition acts that freed children born to enslaved mothers. The boys and girls affected by these laws were born into a quasi-free legal status. They were technically not enslaved but were nonetheless required to labor as servants until they reached adulthood. Parents, teachers, and mentors of these "children of gradual abolition" found multiple ways to protect and nurture the boys and girls in their midst. They supported and founded schools, formed ties with white lawyers and abolitionists, petitioned local and state officials for better laws, guarded against kidnapping and cruelty, and shaped New York's evolving identity as a free state. Black fathers used their votes during annual state elections in the early 1800s to influence legislative antislavery efforts. After many but not all black men in the state were disfranchised by a race-based property requirement in 1822, black citizens across New York organized to regain equal suffrage and to expand and protect other crucial, non-gendered features of state citizenship. Women and children were critical participants in these efforts. Gronningsater shows how, as the children of gradual abolition reached adulthood, they took the lessons of their youth into midcentury campaigns for legal equality, political inclusion, equitable common school education, and the expansion of freedom across the nation.

Sullivan shows how Revolutionary authorities embraced desperate measures in their quest to secure their own legitimacy, suppressing speech, controlling commerce, and mandating military service. In 1778, without the Patriots firing a shot, the king's army abandoned Philadelphia and the perceived threat from neutrals began to decline—as did the coercive and intolerant practices of the Revolutionary regime. By highlighting the perspectives of those wearied by and withdrawn from the conflict, The Disaffected reveals the consequences of a Revolutionary ideology that assumed the nation's people to be a united and homogenous front.
